What everyone in Spain calls the boletín is officially the Electrical Installation Certificate (CIE). It is the document in which an authorised installer declares that an installation complies with the Low Voltage Electrotechnical Regulation and can be safely connected to the grid.
It is not a paperwork formality: signing it means going out, measuring and checking. If the installation is not right, the certificate cannot be issued until whatever fails is put right.
These are the situations in which the electricity supplier or the authorities require the certificate:
We visit the property or premises, inspect the consumer unit, measure the earth resistance, check the insulation of the circuits and verify that the protective devices are the right ones. If everything is correct, we issue the certificate and register it with the competent body of the Community of Madrid.
If something does not comply, we tell you exactly what needs fixing and what it costs before you make any decision. You will never receive an invoice for a certificate that in the end could not be issued without having discussed it first.

In the towns around us we come across many properties whose meter was disconnected years ago. In those cases the supplier treats the connection as a new one and always asks for a certificate.
It is usually the right moment to properly review the installation: hardly any house of that period has earthing or separate circuits. We tell you what is essential in order to certify and what is an optional improvement.
Common questions
The visit and the checks are done on the same day. If the installation is correct, we issue and register the certificate within the following hours. Registration with the Community of Madrid is done online, so it is normally ready in one or two working days.
The certificate itself does not expire, but suppliers generally do not accept ones more than twenty years old. Besides, if you change the power or modify the installation, a new one is needed reflecting the actual situation.
Yes, no problem. We go out, inspect it and, if it complies, we certify it. What we cannot do is sign a certificate without having checked the installation: whoever signs is personally responsible.
We give you in writing which points fail and what needs doing for each, with a price. You can have us put it right or whoever you prefer: once it is resolved, we come back, check and issue the certificate.
