The certificate, officially the Electrical Installation Certificate (CIE), is the document confirming that your installation complies with the Low Voltage Electrotechnical Regulation. You will be asked for it to connect the supply in a new home, to restore a supply cut off some time ago, to increase your contracted power, or after major refurbishment. Only an authorised installer can issue it.
